The Problem: Emergency Preparedness and Response Operating with Limited Information

When disasters strike, first responders often operate with little or no information about the people who need help most.


Critical hours are lost searching without knowing:

  • who requires urgent assistance
  • where vulnerable individuals are located
  • what medical needs or mobility limitations exist
     

This leads to delayed rescues, inefficient resource deployment, and preventable loss of life. 

The Solution

Introducing PreRescue™

PreRescue™ is a secure, opt-in digital platform designed to support emergency preparedness and disaster response through real-time access to critical health and vulnerability data.


The platform enables emergency managers and first responders to:

  • identify vulnerable individuals before disasters
  • prioritize rescue operations
  • allocate resources more effectively
  • support family reunification after displacement


PreRescue integrates into existing emergency response systems and provides authorized responders with secure access to life-saving information.

PreRescue™ enables individuals and families to voluntarily register key health and vulnerability information to support emergency preparedness and disaster response.


This includes people with:

  • functional disabilities
  • chronic illnesses
  • mobility limitations
  • pregnancy
  • dependence on refrigerated medications
  • temporary medical conditions requiring assistance
     

The CDC estimates 61 million Americans live with a functional disability, highlighting the scale of the need for accessible emergency preparedness tools. 

Bangladesh Pilot

Bangladesh provides an important proving ground for the PreRescue™ platform due to its high vulnerability to climate-related disasters. Implemented through a partnership between MyHealthID Global and ActionAid Bangladesh (AAB), this pilot will focus on strengthening pre-rescue systems in urban disaster contexts, where high population density, complex infrastructure, and industrial risks increase hazards.  


The pilot will:

  • strengthen ward-level risk mapping
  • identify vulnerable populations and structures
  • improve coordination between communities and first responders
  • enable faster, targeted life-saving rescue operations

ActionAid Bangladesh

Expected Impact of PreRescue™

PreRescue™ will help transform disaster response from reactive crisis management to proactive, intelligence-driven preparedness.

  • Transformation from reactive crisis response to proactive, intelligence-driven disaster preparedness


  • Lives saved through proactive evacuation of high-vulnerability individuals before disaster impact
